Balic is a city in the southern tablelands, and the closest of the major cities to The Deadlands and is called “The City of Sails”. It sits on a peninsula that juts into the silt sea, and the city makes a large profit from the trade at its port. The city is legally a democratic republic, with an elected Dictator for life, Andropinis. In fact, most everything in the city is put to a vote, including templars, but vote rigging is common. Nobles of the city are called patricians, and they compete with each other to impress the plebeians so that they can have more members voted into the senate. The two largest patrician houses are House Magestelos and House Zanthiros. The city is also home to the base of one major merchant house, House Wavir and two minor merchant houses, House Tomblador and House Rees. The Dictator vanished a few years ago and the patricians tried to hold things together, but the three merchant houses took over and formed a triumvirate. However, the templars eventually returned, and with new shadow powers. They had infiltrated the militias of all the patrician and merchant houses, so the coup was mostly bloodless. Rules reverted back to that under Andropinis and the templars claimed the Dictator had returned. A rigged election re-confirming him as Dictator was held, where he won by a landslide with no competition. The only new rules in the city are that there is a curfew in many parts of the city after dark. In addition, defiling is now outlawed in the city for all. However, there are still wizards working for the templarate, and but the templars insist these are not defilers.
